A Message to the World: Why We Are Here
The world is currently grappling with the highest number of armed conflicts in over 70 years. According to recent reports, there are over 60 state-based conflicts ongoing in 36 countries, and even more low-intensity, non-state conflicts. Yet, to address this staggering number, the United Nations operates just 11 peacekeeping missions globally. This disparity highlights a critical and dangerous gap in the international community's ability to protect civilians and prevent violence. While global institutions have called for a fundamental shift away from military solutions and toward more agile, non-violent forms of intervention, they remain constrained by bureaucracy, political agendas, and a lack of on-the-ground capability to act swiftly. For Indigenous Nations and communities facing immediate threats to their land, culture, and very existence, this institutional failure is not an abstract problem; it is a matter of survival.
This is why we have issued the Proclamation of Civil Peacekeeping Necessity. It is not an act of defiance, but a direct response to an unmet global need. Origin-1 Civil Peacekeeping is a new kind of organization—one that draws its authority directly from the people it serves, not from nation-states. Our mission is to provide unarmed civilian protection and conflict de-escalation with an authority based on a sovereignty-to-sovereignty model. In short, we are the direct and non-military solution that global institutions have called for but cannot provide. We exist to fill this gap and ensure that a peaceful, non-violent presence can be established anywhere in the world, with the full consent of the communities themselves.
Proclamation of Civil Peacekeeping Necessity
A Declaration in Response to a Global Need
WHEREAS, the United Nations and other international bodies, through their own official documents and high-level reports, have acknowledged a critical and dangerous gap in global security;
AND WHEREAS, these reports—including "The Future of Peace Operations" and "The Protection of Civilians in Armed Conflict"—have explicitly called for a fundamental shift away from military-centric solutions, highlighting the insufficient resources, capability gaps, and slow response of traditional peacekeeping models;
AND WHEREAS, these official bodies have recognized the urgent and unmet need for immediate de-escalation, conflict prevention, and the on-the-ground protection of civilians through non-military, non-state means;
AND WHEREAS, the lack of enforcement power and the state-centric structure of the existing international system have repeatedly failed to protect the sovereignty and human rights of Indigenous Nations and First Nations Peoples, whose lands and lives are under direct and ongoing threat from corporate and political interests;
THEREFORE, in direct and necessary response to this global call for action and to fulfill the unkept promises of international institutions, we hereby proclaim the establishment of:
Origin-1 Civil Peacekeeping
A new and independent global peacekeeping body founded on the principles of compassion, solidarity, and sovereign authority.
Origin-1 Civil Peacekeeping exists to:
Establish a New Legal Paradigm: We operate on a direct sovereignty-to-sovereignty model, based on a Foundational Treaty and a Memorandum of Understanding (MOU) signed with and governed by Indigenous Nations and other small island nations that have achieved self-determination. Our authority is derived not from nation-states, but from the very people and lands we are sworn to protect.
Provide Unarmed Civilian Protection (UCP): We are a non-military, non-state force dedicated to the peaceful de-escalation of conflicts. Our mission is to provide an on-the-ground, unarmed presence that can deter violence, protect community leaders, and facilitate dialogue in situations where armed intervention is either absent or inappropriate.
Bridge the Institutional Gap: We will act swiftly and without political bias in crises where the UN and other international bodies are constrained by bureaucracy, lack of resources, or the political will of member states. We are an operational arm for the very mission they have called for but cannot fulfill.
This proclamation serves as a formal invitation to all Indigenous Nations, and to all sovereign small island states who have experienced the struggle for independence and the consequences of the climate crisis, to join this alliance.
By signing the Foundational Treaty and the MOU Charter, you will not only affirm your own sovereignty, but you will also join a global coalition of equals, dedicated to ensuring that the next generation of civil peacekeeping is led by those who understand the struggle for autonomy best.
