Understanding Deployment

Civil peacekeepers, specifically from Tier 3, are deployed when a situation escalates beyond the capacity of local community action (Tier 1) and unarmed civilian protection (Tier 2). Think of it like a community fire department. Local residents might handle a small kitchen fire with an extinguisher (Tier 1). If the fire spreads, trained civilians might try to contain it with hoses and buckets (Tier 2). But when the fire is truly a threat, the fire department—our civil peacekeepers—arrives with specialized training and equipment.

Civil peacekeepers are deployed as a visible, unarmed force in areas of low-to-medium violence. Their purpose is to provide a neutral "shield" and to de-escalate conflicts before they require a formal police or military presence (Tier 4 and beyond).
